The mission of the Department is to work with all citizens to preserve life, maintain human rights, protect property, and promote individual responsibility and community commitment.

Carter is a Jefferson County Native. His first day on patrol as a Police Officer was here in Adamsville on Memorial Day 1977. He was re-hired by Adamsville in May 2007 as Chief of Police and spent Memorial day on patrol. He has been a Chief of Police since 1998. He is married and has four children.
His philosophy is: The best Police Officers are rule following, problem solving, professionals. His goal is to make Adamsville Police Department the best in the nation for it's size.
